Corsby Malone Johnson is a highly respected Liberian intelligence and investigations expert with over 20 years of progressive service in national security, anti-fraud enforcement, and financial integrity operations. Appointed by President Joseph Nyuma Boakai in 2025, he currently serves as a Core Member of the Asset Recovery and Property Retrieval Taskforce (AREPT), where he supports the recovery of public assets through investigative planning, intelligence gathering, and professional vetting.

Mr. Johnson earned his Bachelor of Arts degree in Criminal Justice Administration from AME Zion University in 2001. He began his public service at the Ministry of National Defense, where he served for 13 years as an intelligence officer. During this time, he led threat assessments, managed confidential informant systems, and supported national security investigations, helping to protect the Liberian state during a highly fragile post-conflict era.

In 2010, he transitioned to the Ministry of Finance and later the newly formed Liberia Revenue Authority (LRA), where his impact was transformative. Working in collaboration with the U.S. Department of Treasury’s Office of Overseas Technical Assistance (OTA), he helped establish the Internal Affairs Division, now known as the Professional Ethics Division (PED). As Deputy Director for Investigation and Intelligence, he designed Liberia’s first formal background check policy for revenue personnel and led investigations that resulted in the dismissal, prosecution, or disciplinary action against employees and taxpayers linked to corruption and fraud.

Between 2011 and 2014, Mr. Johnson personally supervised and executed over 100 background checks across the revenue system, uncovering tax fraud schemes, rooting out internal collusion, and helping to plug leakages in government revenue. His ethics training sessions and internal control reforms restored public trust and improved compliance, directly contributing to increased national revenue collections.

His professional qualifications include multiple certifications in financial investigation, informant handling, and revenue administration, including international training in Ghana under U.S. Embassy sponsorship.

Following his public service at the LRA, he founded RecruitSafe, a leading private firm offering background verification services to public and private employers. Through RecruitSafe, he has assisted dozens of institutions in reducing risk through identity, criminal, and employment verification.

Today, Mr. Johnson brings this deep investigative experience, integrity enforcement background, and a results-driven reputation to AREPT — helping to trace and recover stolen public assets and restore accountability in Liberia’s governance systems.
